Yes, it is possible. You need to see a medical officer in the health centre that serves your district or a private medical practitioner and the medical officer or private medical practitioner will refer you to the appropriate doctor, usually a specialist.
Depending on the nature and urgency of your problem as determined by that medical officer or private practitioner, you will receive an appointment for the second opinion.
Your appointment will be scheduled depending on the waiting list of the specialist you want to see and on the urgency of your problem. If your problem is judged extremely urgent, you may even be seen within the hour.
